The research group SEJ-454: Reform of the public function of Andalusia was created in 2007, the period of parliamentary processing of the Basic Statute of Public Employees (EBEP), which attributes to the Autonomous Communities greater powers over the planning and organization of your human resources. The objective of the group is to contribute through a thoughtful and calm study, based on comparative law bases, greater legal certainty, effectiveness and efficiency to the Andalusian public function.

The main lines of research are the following:

- Access, career and promotion. Special incidence in the evaluation of the performance.

- Rights and duties of public employees. The economic retribution.

- The legislative and regulatory development of the Basic Statute of the Public Employee (EBEP).
