The current situation of fragile employment in our country determines that the security and stability of public employment are valued by large sectors of the population as an aspiration to be achieved. Despite this, there is a wide social debate on certain questions to review about the civil service relationship that are promoting the alternative of the labor model. All of this makes it necessary to determine with precision and rigor the rights and obligations of the different situations of the public employee.
